Accra struggles to end dependence on petrol imports

Ghana currently imports 100% of its petroleum products and that situation looks unlikely to change any time soon. Work on a new refinery promised by Chinese developers is at a standstill, while negotiations to restore the Tema Oil Refinery, which has been shut down for five years, are dragging on.
