EAC military heads recommend plan for ending M23 crisis

The East African Community chiefs of staff met on 21 February in Nairobi to outline a plan to end the crisis in eastern DRC. They are considering the deployment of a new force and even a 'special status' for the cities of Goma and Bukavu.
