Finance minister's advisor fishes for foreign investors

Tsialiva Rajaobelina is as discreet as the other aides in economy and finance minister Richard Randriamandrato's office, but he is nonetheless a savvy businessman. He now plans to become a consultant for foreign investors interested in the island state.
