Like most other UN entities, the mission investigating atrocities in Sudan has fallen victim to budget cuts and is struggling to document crimes committed during the country's civil conflict. The absence of detail on arms flows and the war economy in its reports complicates the task of imposing sanctions on foreign supporters of the belligerent parties.
