Super technocrat Driss Benhima opens the way for the liberalisation of cannabis growing

The liberalisation of cannabis cultivation, which was dismissed as a regional aberration when it was proposed by Rif region leaders such as former governor Ilyas el Omari, has been miraculously turned into a formula for industrial revolution and social development for northern Morocco. Behind this U-turn are two of Morocco's leading technocrats, Driss Benhima and Abdelouafi Laftit.
