The contours of peace deal between Kigali and Kinshasa take shape

Over three years after hostilities resumed with M23 rebels, the DRC and Rwanda are about to sign a peace deal in Washington. The ceremony sealing the deal will precede a meeting scheduled for late July at the White House between Presidents Félix Tshisekedi and Paul Kagame.

Faced with diplomatic paralysis, a joint EAC and SADC summit is being held in Tanzania this week. Since the M23 took control of Goma, French diplomats have been trying to set up a group of mediators to resolve the emergency in DR Congo.

The Congolese president is struggling to mobilise his dwindling support base, which no longer seems to believe in his ability to regain control after Rwandan-backed rebels captured Goma. He has turned to Angola and is banking on SADC as the last regional bloc capable of putting pressure on Kigali.
