In a gesture to thaw the Benin-Qatar relations that have been frosty since the 2017 blockade, the president travelled to Doha in May for a visit that was carefully choreographed by Beninese diplomacy.

France, aided by Qatar, sought to bring the Rwandan president and his DR Congo counterpart together for a meeting in Paris on 9 February to try to resolve the crisis in eastern DRC. But the encounter was cancelled after Tshisekedi changed his mind.

Faced with diplomatic paralysis, a joint EAC and SADC summit is being held in Tanzania this week. Since the M23 took control of Goma, French diplomats have been trying to set up a group of mediators to resolve the emergency in DR Congo.

Tshisekedi hunts for diplomatic strategy

The Congolese president is struggling to mobilise his dwindling support base, which no longer seems to believe in his ability to regain control after Rwandan-backed rebels captured Goma. He has turned to Angola and is banking on SADC as the last regional bloc capable of putting pressure on Kigali.
