Kinshasa paves way for secret negotiations with Kigali

At Washington's request, the Democratic Republic of Congo has reluctantly agreed to consider dialogue with Rwanda, but only if the latter ceases its military presence on Congolese soil. Kinshasa is at the same time maintaining its war rhetoric and trying to reboot its military campaign against M23 rebels.
