Namibia's planned vast seawater desalination plant, that could also supply Botswana, has been under quiet negotiation since 2016. The project finally seems to have found an investor. The disclosure of Russian oligarch Rashid Sardarov's name resulted from a rare communication mishap between the presidents of the two neighbouring states.
